About the Role

The London Borough of Havering is looking to recruit a Service Manager - Independent Reviewing Team (Children's) to contribute to the delivery of an effective children’s social care service as part of a social work team, improving outcomes for children and young people, and manage caseloads dependent upon experience, grade of post and complexity of cases, utilising specialist knowledge for appropriate interventions, needs and risk assessments, care planning and child protection investigations.

If successful in your application for the role of Service Manager - Independent Reviewing Team (Children's), London Borough of Havering, you will/will be:

  • Ensure compliance with the statutory duties for the delivery of child protection (CP), Child in Need (CIN) and Child in Care reviews.
  • Provides strategic oversight, support and advice to operational services within the Starting Well Department Children’s social care in line with national guidance.  
  • Leads a robust child-focused service that contributes to keeping children in Havering safe and achieves improved outcomes by promoting high standards of practice in planning and reviewing arrangements for the protection and care of children. 
  •  Implements, delivers and monitors practice under the Quality Assurance Framework (QAF) providing challenge and embedding practice improvements to ensure positive outcomes. This will include undertaking audits as necessary. 
  • Ensures compliance with relevant management information requirements for all national and local performance indicators and to establish plans to improve performance where required. This will include tracking team performance, weekly performance data and analysis for the Senior Management Team as delegated by the Head of Service for Practice or other senior leaders as required.

Qualifications

  

·         The post holder will hold a social work qualification and be currently registered with Social Work England and demonstrate extensive recognised post qualification training and development of their own practice and management. 

·         This post is subject to a current enhanced DBS disclosure.       

 

Experience

·         Evidence of successful strategic and operational working at management level within a relevant social care setting including experience of working within statutory children’s services.  

·         Experience of working and managing within a changing environment including experience of successfully managing complex change in large organisations.

·         Evidence of managing and influencing the quality of both statutory and non-statutory social work practice to meet the needs of children and their families.   

·         Experience of influencing service provision and commissioning in partner agencies over which there is no direct line management relationship

·         Evidence of successfully developing and supporting professional networks and partnerships with a range of agencies.

·         Evidence of success in promoting implementing equal opportunity policies and practices in respect of employment and service delivery. 

·         To respond to complaints and escalations

·         Experience of chairing complex strategy meetings

·         Maintain independence to escalate practice issues including raising with CAFCASS in line with current guidance

 

Skills and Attributes

 

·         Excellent written and communication skills to provide written and verbal reports for a range of audiences including Senior Management Team

·         Ability to manage and supervise a team of qualified social workers 

·         Ability to provide assertive challenge, support, advice and consultation to teams and services within the Council and externally across a wide range of contacts and relationships with key statutory and non-statutory partners
